Think of something like a gutter that’s the same size for a long time, and then at the very end it flares out. Is there a way?

Use two Curves, one as BevOb instead of the Mesh ob you’re dupliframing now, to extrude a profile along the path, then use a third curve as TaperOB to set the flare.
