I also did same i install previous version of driver and all my problem are gone.Now everthing fine. All problem lies on drivers update.

Atlast its all about amd driver not blender.
Thanks for sharing your problem where i was also able to describe my situation and now have the solution…

I have the same card (RX 580 8GB).
Sadly this problem still persists after the December update… 
I just did the Utility Cleanup and installed the driver from October:
20.10.27.05-201027a-360165C-RadeonProEnterprise
This works for me.
I sent them a bug report but there is no saying when they will fix this. Sounds like a weird thing to break. Not only did it not render shading, it also failed to show the shape of the objects. My donut looked like a saucer.
