Equivalent to Solidwork's 'Sweep Boss/Base' in Blender?

Is there a function in blender that can provide such a function? In case you don’t know what that does, it allows you to draw a curve and a profile that follows that curve and fills it in.

For reference, I am modelling a backpack and am currently trying to add the straps.

The initial much in the video can be made with a the profile made with a mesh or curve then using the spin modifier

it allows you to draw a curve and a profile that follows that curve and fills it in.
One curve for the path and another curve set as the curve bevel object as the profile (select in the curve properties)

Solid works 3D model is driven by parametric system. Surface are generated by given dimensions. If you can,t parametrize your object, you can’t make it.

With Blender, surface is meshed out quickly by hand. It is more like sketching in 3D. There are tools and modifier available to help you with mesh creation like cup model you show. Dimensions can be used but more tedious than 3D CAD system.
