The bangs and skirt are normal cloth physics, the ponytail and hair-tie rope are using wiggle bones. The skirt is made of 3 layers.

sure! the skirt is 3 layers, all one object, with a cloth modifier and self collision, while the body has a collision modifier. The skirt is held in place by a pin vertex group which also controls how freely the skirt flows without needing to fine tun more sliders than I have to and autoweighted to the armature, then I just animated the little dance and baked the cloth sim. so basically just armature modifier > cloth Modifier
