GL and BI render tearing on real scale model

i use 2.79 version but i believe this occurs on every version
so i wonder if this is non fixable bug or i miss some settings

here is how it looks
both glsl and multitexture and BI render gives the same results

the problem occurs when 2 planes overlaps or are close to each other + viewing from far distance
notice this model is ~30 meters long if i scale it down i have no problems but then i cant have correct measures

orthographic view also works perfectly so i think that there is some kind of issue with perspective view
changing camera focal length doesn’t affect this at all even if you put 0 mm its the same
could it be some technical issue with opengl ?

N panel, View, increase Near Clip.
