maybe little balls and the particle thingy?
several different colours?
i would start with a large grave texture form CGtextures.com or some place like that. then i would try a grave bump map. just to see. if i like it. then i would use the particle system to drop in some loose stones and things.

might all so look in to grease pencil scatter. that alows you to draw in where you want things/pebbles to be place or scattered.
there was another tut somewhere on how to make gravel with bump maps
but dont’ remember where it was ?

5 slightly edited cubes, plane and particle system gives this
change the color of the steel it’s too greyish !
the rest of it like stones is a little flat need more 3D effect
did you use a normal map for this ?

Well, i was testing how to apply n UVed textures in cycles… Not meant to be an artwork… Actually if i think again - short one on Ann Karenin
Nope - no NM, just cubes in particle system. And if it’s flat (what i see too), just a camera effect i guess.

but there is in the gravel blend file is a big white plane.
another way would be to make your own 12 stones and bake it in blender
then re apply this as a normal map!
or use the real model if there are not too many that would give the best

hmm… just downloaded file to check it - all’s OK. I’m using v. 260.4 from graphicall.org, linux 32 bit, Fish’s made. That white plane could be just light emitter - there are two. See what you have in Outliner. And it’s all Cycles.
Edit… Oops, Gravel.blend. Yep there’s no image packed in. It’s white indeed.
And i goofed with light and nodes for steel shine of course…
