Hair Dynamics "Stuck" Hairs. Bug?

Before potentially reporting as a bug, I wonder if I’m either doing something stupid and if anyone else has this issue. I have a simple particle hair system, and after any hair editing (comb, length etc) some of the hairs are just stuck with no dynamics being applied to them. This doesn’t affect all the hairs. Anyone else?

I don’t remember having this problem in the past, and I’m baffled.

I don’t think it’s a weights problem btw-

On further investigation, it seems that the simulation ignores any hairs whose length is below some particular proportion of the length of the longest hair, so for instance by having just one relatively much longer hair, all others are disabled. Intriguing.

I’m having the same problem. Its not just the shortest ones not moving, but also the longest one hanging
