PFA blender file, I do not understand why my hair really stiff after the rig.

Because it is not armature deformed by the armature-- it is bone parented to a single bone in the armature. It is moving solidly, rigidly, with only one bone.

What you need to do is to armature deform it, but you cannot do that right now, because this is a curve object; so first, you need to convert it to a mesh object. After that, you can parent with armature deform->empty groups, and then you can paint weights.

Your armature, btw, is not a functioning armature, because it has a ton of dependency loops. Consider bone.002. It damped tracks bone.001. But bone.001 is parented to bone.002. So the rotation of bone.001 depends on the position of bone.002 which depends on the rotation of bone.001 which depends on the position of… It’s a big loop, and Blender can’t figure out where to end that loop.
