halos rendering across all layers

I have a bit of an issue with my environment maps. I have halos as the tail lights and the headlights on my car, and they are rendering in the environment map. This makes strange white and red blotches on the car, because it is reflecting the halos for the lights.

I have the halos moved to a layer that the environment map is set NOT to render, yet they still show up.

Any ideas as to why this is happening?

i dont know why it is happening, but cant you turn the lights of for a while, render the Envmaps and then turn them on again?

the lights are on throughout the cource of an animation. The car will be moveing, so the environement map will be rendered for every frame.
