Help fix tire normals


I got a 3d model of a car but the tires are all messed up.
How can I fix this in Blender to the tires loop smooth ?

Thanks, and how would you make this look rounded in Blender or unreal? I was thinking the best would probably be just to apply a shader with rounded edges shader.?

I would make high poly and low poly models, bake maps and texture in Substance Painter. The pattern here is not deep, the normal map is enough.
