I was wondering if there is any addon or anything that will help in making curving / twisting lines much akin to a ram’s horns?

There are a few spiral add ons, but for a ram horn I would consider using 3 bezier curves. One curve for the main spiral of the horm, one for the cross section (the bevel [this is actually a bezier circle]) and one curve for the taper (or how thick the cross section is as it traverses the curve) Once you’re happy with the look of the horn you can convert it to a mesh, add about a multi-res 4 and sculpt in the ridges.
Always edit the control points of the curves in Edit mode.

The blend is about 6MB due to the multires data, which I kept along with the unconverted modifiable bezier bevel version of the horn.
