I try to fill the face without a hole using alt+f
when I try to dissolve edges it leaves at least 2 n-gon (I can’t dissolve it)
how can I dissolve this
or how can I fill the face excluding the hole using other methods?

I think it is not possible to create a contiguous face with a hole in it, i.e. there will always be some edges connecting the holes to the outer edge.
