It’s for sure possible, and quite simple- make the outline as one object, using the skin modifier, and the filling as another, solid object. You can use a variety of trickery to have the outline object always in front. The big difficulty is not the technical implementation, but the artistic vision. Specifically- what do any of these shapes look like form different angles? You’ll need to quantify and draw that out before you know what shape to make the colored solid model
You can try using Freestyle,
it is on the replacement with Grease Pencil, but this is missing some features still.
