How can i move the viewpoint freely in the latest version

I’ve been using the older versions of blender where you just need to hold down a button to freely move the viewpoint to wherever you want, how can i do the same in the latest versions of blender because this is just honestly so awkward and frustrating to work with

Not that, i mean how in blender 2.79 you can hold shift and f to freely move the camera, is there not a way to have that kind of movement in the latest versions
