The easiest way is to use the Glossy shader - then just plug an image maps representing the scratches and dents into the roughness and perhaps the displacement slots of the material.
In this case I have only used the roughness to give some wear to the chrome object (I googled for “scratches and dirt texture” and just downloaded a suitable grey scale image that I liked the look of).
If I wanted to get a metal floor that looks like the one in the photo shown, can I do that using your steps?
The area is EXTREMELY large and I have no idea what resolution scratched metal image I would need to pug into the roughness/displacement slots of x material.
Yes you can use the method I posted. You’d likely use multiple cratch maps for that type of image as you want each square plate to look unique.
