How do you load a background picture into Blender?

I was looking at a tutorial about how to make a logo 3d. I read through it and when it says “Hit shift-f7, and select the ‘Background Pic’ button. A ‘load’ button will appear.” Well maybe its just me but I didn’t see a “background pic” button, all it does is display the buttons window.

Anyone know how else to do it other then hitting shift-f7?

Since 2.30, you do it like this:

On the middle bar, hit “view”, and then “background image”.
