How does the select loop work?

so in this example often it will select the vertical loop, while other times it will select the horizontal loop ; note: in this case, it looks like those in the corners will get an horizontal loop, but other times they will not

why? how can I control which loop to select?

When in face mode, if you hover the mouse over a vertical edge it will select a horizontal loop, if you hover over a horizontal edge it will select a vertical loop.
