How to make Cat Noir hair (pictured)

His hair goes from the root to the tip in a straight line. It looks like they made particles then baked them, because a line texture on a mesh does NOT give the same results. I have a hair mesh ready, but the only addons that make particles follow a mesh are severely limited, and this is a sculpt from Zbrush, full of tris. Perhaps I could use clumping (for the ends) and guide the hairs for each piece? How did those French animators do it…
