How to make concentric circles filled between

I have a cylinder and I want to make a thick yellow border on the top.
In something like paint, I would create 2 circles - 1 inside the other and use fill tool
But I can’t for the life of me find any option to fill or draw a circle with color and thickness.
I have tried texture paint but no luck.

Any help appreciated.

Add a loop cut near the top and use two materials. First material gets assigned to everything, but the second you can assign to the new strip of faces and change the color to yellow.
