How to make "flocking", a special paint how looks like velvet?

it is “flocking” it looks like a sort of very short velvet…
Si I tried woth some velvet shaders but it was not like this.
There is certainly a simple and smart way to do it, what’s your idea?

Tinker with the Sheen settings, along with a bit of a bump texture.

The gloss is similar to velvet, but the material is not velvet.
I think plastic with a velvet-like sheen is right.

I think you can adjust or mix the velvet material well.
