How to make text look like pokemon logo?

Could someone outline the major steps to make a font look like this:


Note the illusion that the border is raised and although the border is blue on the front and side, it is yellow in the inside edge.

I have looked at a few text related tutorials but could not figured out how to make a border that has a thickness.

Not without a modeling.
Alt-C to convert text to mesh. Select all and Delete ->Limited dissolve. Select top faces and I to inset, remove any glitches inset leaves behind, extrude needed faces Z. Select faces, assign materials.
