i think you can’t make a perfect arms over this mesh… try with proper mesh flow…
Select the 6 vertices at the shoulder, ‘e’ to extrude, ‘s’ to scale, then click the middle mouse button/wheel, and moving the mouse should inset the new vertices toward the center, as in the attached image.

Then hit ‘e’ to extrude out from the torso, and continue making your arm. Go back later, and adjust the “corners” of the torso to give your character a “rounder” look, and make sure you have enough loops (typically 3) around joints to deform properly, if you’re planning on rigging/animating the character later.
You should get reasonable mesh flow, and it’ll look fine once you add more detail, and a subdivision surface modifier.
What you need is a loop around the arm. Often I simply erase an arm area face then loop select an open edge. Hit [E]. Then scale it down to arm size. Move it up to where arm needs to be then start extruding the arm out:
Question for Ridix: Is there a looping tool located somewhere by any chance to make this erasing to start the arms as shown on your screenshot?
Delete this vertice :

Then extrude and scale like ridix showed you.
