i’m putting it in general because i don’t know how to… particle? lighting? (in cycles; or maybe just the compositor)
anyways, this is the picture
i want that warm glow effect but how do i do it? and it’s kinda blurry, but it doesn’t cover up anything, (i think)
and how do i make the background blur so much too?

The slight glow effect is probably a bloom. (http://www.wikihow.com/Composite-a-Bloom-Effect-in-Blender)
Bokeh is obviously faked (in fact I’m pretty sure I have the same image in my library) by adding the original render over the bokeh one.
