its because your segmmment of your hair particle is too long. try to make lil bit short . . or u can another method, with using mesh deform modifier aafter u apply hair “issue” area

before apply, duplicate for backup then yeah you can apply and adding “mesh deform” modifier // u should create “cage” for your new hair .
Well, it turns out that the particles will turn into a mesh, and then I will have to apply the texture of the hair, but… Then they will look different, not like particles with a good hair shader, etc
