How to use cloth to simulate a tight bag in blender?

It will take trial and error to get the exact look you are after, but this will work as a general principle:

Where you need the top to gather you will use an animated torus that shrinks ( scales) to gather the cloth at the top. The upper edge of the bag is modelled LOWER that the visible rim and it’s vertices are pinned ( using a vertex group) to hold them in place).
