How would i model a bail like this?
Depends on how detailed you want to go. You likely know to start with a cylinder and that you can use materials/textures for the hay, but are you asking how to model all those sprouting bits as well?
could use particules hair to do it !

change hair qty to 3 or 5000 to get a better look and then begin to edit and comb the hair
but also depends how realist you want it
you could model and object like one straw piece then use it as object for hair !
i tried particules only and use an object
but cannot make it follow faces all around
anyone can show how to use thes object all around?

did you use the brush to comb the stars for hair particules?

looks nice. seems very fluffy. Also there are no specular highlights on your shader and dried out hay does reflect light. maybe add a little inconsistency in your mesh.
