How would you model this rolled rim?

today I’m modelling this cart:

Unfortunately I have big problem with that rolled rim (I highlighted it on the picture above). It seems so simple, yet I cannot wrap my mind around it. I tried with the extrude to cursor. It gets me somewhere, but the topology is messed up, and the results are bad.

You should begin by using your image as a reference and follow the shape with some vertices extrusions, then fill the faces, extrude, etc… it’s not very clear what’s happening sometimes though. If you want a more realistic shape, check this answer.
