Usually when I install the latest version I import my pref like this,
but this time I don’t see the option on the splash sreen 
If what you mean by the latest version is upgrading from 3.5 to 3.5.1, then you won’t see that option because it uses the same preferences.
If you still want a clean start, then just delete the startup.blend and userprefs.blend in your blender user data.

In fact I have the 3.4 and want to upgrade for 3.5.1
Then you can try this 
The path is here (in Win):
C:\Users\(username)\AppData\Roaming\Blender Foundation\Blender\3.5\config
Maybe some addons installation creates a 3.5 folder upon activation so Blender treats it as if that version is already configured.
