Try to do it again,
Shift + A, and Mesh, Cylinder.
This should pop up a small tab on lower left of the window. Try to Click on this tab before you click and rotate the cylinder.
I have never experienced this grayed out issue. All i know is u need click on this pop up and change the settings as u need.

if 2.8 was using an older config file it was not compatible with the latest version of 2.8
so you would have to redo it !

I had this issue myself. Fixed it with a reset -> File/Defaults/Load Factory Settings
