How would you model the parts marked in red?

The lower leg does topology modeling.
The back of the chair is made of Cloth simulation.

For the puffy part of the chair, that looks to be maybe done by a displacement texture map. I took a look at the topology from that site you had.
Do you know where I can find displacement maps that would help me regarding the puffy part?
Try watching this but you will need to do some sculpting on that part.
