I want this plugin, but don't know what to download.

I want to install this bolt plugin. What am I supposed to download? There is a folder with several files in it, do I need the whole folder?

You don’t need to download anything, it comes with your blender installation.
File / User Preferences / Addons / Add Mesh, enable the tickbox on the right of the BoltFactory option.
Use the Save as Default button or Ctrl+U if you want it also to be enabled when you restart blender
