Importing Video/Gifs/.fc files as layer in 2D animation

I am not sure if I selected the correct category, sorry.

I am trying to work out whether I can import a video, gif, or .fc file into the Grease Pencil in order to use as an extra layer in order to animate on top of.
I made an animation on FlipaClip and I’m now trying to experiment using Blender to animate instead. I have a base animation I have already drawn and am trying to tidy it up and colour it in Blender for the first time.

Sure can- enable the Images to Planes built in addon, add (Shift A) an Image Plane in object mode, choose your video file. Press play
