Industry Compatible and Blender default config have different records for the same command(s)

Hello,

At the Keymap there are 2 different commands for Industry Compatible and Blender default config.

As an example, for Loop Cut:
Blender default config: mesh.loopcut_slide
Industry Compatible: wm.tool_set_by_id → builtin.loop_cut

So my question is - why is that and which one should I use for customizing my own hotkeys?

Any info ?

wm.tools are related to active Tool (left side of 3d view)
mesh.loopcut_slide is the operator, usually call by top menu or under the hood by a tool.
