easiest way is the have a cube/Cylinder there and in the shader-editor you give it a volume shader that you drive the density with the noise texture in 4D mode and animate the W
note: nothing is plugged in the surface (just volume)
see the texture mapping. you can use object and select an Empty. then animate that empty location to simulate the wind and the W on the noise to get some turbulence
