Issue Rigging Clothing

My character has a long coat that extends over his legs. I can’t seem to get the mesh to move properly with the bone.

Whenever I move the leg upwards, the overhang doesn’t follow. Even when I set all the weights to 1, it still doesn’t move the way it should. Any suggestion on how I can fix this? Thank you!

In absence of a .blend, have you checked that the overhang is only assigned to the leg? Assigning a weight of 1 to all bones will only make them equally important.
