Is there an option to key in a certain layer? ie if I have something on layer 2 that starts on frame 30 can I key in that layer for frame 30?

Your question is a bit vague. You can key an object to move from one Layer to another by using I-Key >> Layer and physically moving it to the other layer before the second I-Key.
