Is it connected parented to the leg bone, or any other bone? That’s what it looks like to me, and it can’t move because it’s root is attached to something else. If it is, unparenting it should fix the issue.
If that’s the bone you’re planning on moving to move the leg around you most likely want to unparent it from the IK chain anyway, otherwise it can lead to all manner of weirdness when you actually move it.
