Looking for a way to do glitch effect with Displace modifier?

Hi!

I’m just wondering about how can I achieve this type of glitch effect like in this bust image.il_1588xN.1792752870_q6sz|690x460

The only possible way I know is with the Displace modifier but even though I’ve tried so many settings on the modifier I couldn’t do this effect.

Does anyone know how to achieve this effect?

Maybe with a good use of the warp modifier?

Hmm, I’ve never used warp modifier, honestly. I’ve just taken a look but couldn’t figure out how can I do that effect. But I’ll investigate further, thanks!
