It is an alternative to substance-designer. So basically what you do in the cycles editor only on pixel level. Very good for blending masks, for creating displace and bump and normal maps. This gets better from version to version regarding the fetures. But I find the speed of graph.ical much better for the workflow. Here I have linked two others.
