Max style skin modifiers

I am going to try to use blender to make models for the game Warhammer 40k Dawn of War, a guy is getting close to cracking the model format used for the game, he has most of it just needs to get all the animations out right. The script he is writing is for max, so im going to write another for blender, he says the animation are made with skin modifiers in max. Will it be possible to load these into blender and modify them? or will this be a problem for me. I know next to nothing about animation at the moment, so I really dont know what blender can and cant do in that area.

I looked over some tutorials about skin modifiers, i still dont understand how it works.
