Hey Valery,

I think your Image looks good, but there is definetly room for improvement.

What bothers me the most about this render, is that you seem to have just used an HDR sky with low brightness as the sky texture.
I think it would look much better, if you simply used a noise texture, with a large scale factor and a Color ramp with a sky texture, like in this tutorial:

Secondly, I think some more life would benifit the Scene.

Modelling out the interiors a bit or adding a few People here and there would do a great deal in my opinion. Maybe you could do something a large group of people in front of the houses who do something interesting (A fight maybe?) to give this Image a purpose.

Thirdly, and I think this would be the easiest tip, just make the sky a bit more blue and darker and make the torches a bit more orange.
This would give the Image a complementary contrast adding to the interest of the image. This is subtile, but It adds a lot.
If you look closely, you will find this in every single movie and in a lot of night artwork.
