Mirroring the rotation of bones on two opposite axes

Hi there.
Is there a way to rotate the bones in two opposite axes like Maya? i know that you can do it with constraints but then you can’t manipluate the other bones independently.

From my humble understanding Maya’s joints system offers orientation on 2 planar axes while Blender’s bones system orient on tow perpendicular ones, is this the thing that prevents of having this functionality?
