Isnt his head i little shiny? and it looks like his cheek bones are sticking out to much. but good job!
Cheers.
I don’t remember his head being shiny though
I think the light marks on his temple are being confused for specular highlights, thus the ‘shininess’.
What light marks ?
Are you talking about the 3 dots on his head ?
Those aren’t light marks, they’re lumps on his head which can fall off his head if you’ve checked his profile on the Simpson website

Nice one. One of the most noticeable things about Mr. Burns face is the jaw. His jaw should be pushed to the back, and only upper theeths should be visible. Looks like the whole head should be moved to the front (related to neck). I feel that overall pose should be bent a little too.
Keep it up !

Good Job. The bumps on his head are fine. Darkisdownz just needs glasses. Malefico is right about his posture and Jaw. look at the way his jaw curves inwards to the neck. Same for the back of his head. It curves inwards, not outwards. Great job though, I’d love to see a wire frame.
And Mr Burns has been 2D from the start. He might be like one of those M.C. Escher drawings of a 3D object that can only exist in 2D.
I just noticed his face seems to cave in under his eyes as well. I think thats a theme of his character. His entire body is just sagging skin stretched over a thin bony frame.

It’s just wrong…
I think it needs a lot of work, but your second attempt looks more promising. I’m sure if it is an actual second attempt, you might have just positioned the camera differently…
Looks good, but quite stiff…and the lighting could use some work. But good job.
I took the liberty of gimping it a little to reflect the changes I suggested. Hope you don’t mind.

It looks a bit better if you look at the totalness of the head-shape, but it need some detail alterations aswell
Yeah, I saw the mistakes before I posted. . .I was just um . . . .leaving those in so I would get some replies

Here’s the wireframe rrneknimajneb wanted to see
Jolly good. Nice wireframe, sensible topology. Be sure to post him again when you have finished deflating him.
