Can I move the background image? I am refering to the rendered image not a reference photo. Can I move it side to side or back to front?

The composite nodes include a translate node which will let you do that

In the Composition Node Editor, add an Image input node and select your background image. see http://mediawiki.blender.org/index.php/Manual/Compositing_Nodes#Image_node
Connect the output to the color input socket of the Translate node. http://mediawiki.blender.org/index.php/Manual/Compositing_Nodes#Translate_Node
Play with the X & Y to shift the picture, in pixels.
Be sure to enable Do Composite just like the wiki sez. njoy!
