How do you move one vertex and then have the surounding ones be slightly pulled wth it? Thanks in advance.
select the one you want to move and slect the one that you want to move with it selct one the hold shift and selct the next
O (oh) turns on and off the PET (proportional editing tool), Shft-O changes the falloff between sharp and not-sharp.

The function you are looking for is the proportional editing tool, you find a button for that in the 3D view window. It looks like two rings. Or the shortcut for the tool is “O”. You have some falloff options and the with of the falloff is changed by the scrollwheel.

with the new proportional editing tool the falloff is adjusted with the scroll wheel instead of the +/- buttons. For some reason it doesn’t work with my mouse (scroll wheel’s always been wonky with Blender for this mouse, it’ll only increase the size not decrease it). Are there any buttons that still work?

In fact the Numpad-minus key locks the Dx value at 0.00 and kills the whole operation.

yes, useful when scaling things to a point (though it takes me about as long to move my hand to the numpad as it takes to ctrl-scale to a point ^^)
