why do only mp3’s have the option to be used as a 3D sound?

Someone needs to tell me how to make a 3D sound with a wav. BECAUSE
DITIGAL SILENCE IS THE WORST THING EVER…
i can’t find a piece of software that removes the digital silence added to a wav converted to an Mp3, meaning i can’t loop my Mp3’s…
The engine sound must be 3D, but must be a wav so it can loop… Help!!!
