Need help with Rig

Hey guys,

I’m trying to rig this character and not quite sure how to go about it,

For the beak of the bird I have them as two separate mesh’s so I can just rotate to animate them and the I parented them to an empty that has a copy location to a vertex on the birds body’s mesh,
This sorta works:

It follows the mesh but It doesn’t rotate correctly, does anyone know how to get the rotation correct?

HI, i would use bone and parent the lower beak mesh to the jaw bone and the top to the head joint.
