Create a emission material with the color you want to have, mix it - if needed - with a transparend shader. Change the material index of the “neon glow” material and render your scene with material index. In compositing add a glow effect to the material ID of your “neon glow” material.

A good technique I have found of simulating neon type plastic materials without it being emissive is to overdrive the colours above 1 (don’t go crazy though as you’ll end up with some weird effects)

I used this technique to good effect on my retro-reflective tape material which can be found on blendswap.

In the screenshot below I used a mix of translucent and glass - overdriving the colours on the translucent to give the colour a neon type look (the RGB values for the orange and green materials are 2.0, 1.5, 0 and 1.0, 2.0, 1.0). I also gave the glass shader a slight tint towards the colour you are aiming for (i.e. a very light orange or a very light green). This seems to further enhance the effect.

I find it works best on green and orange - but you should be able to adapt this technique to make transparent neon plastic of any colour.
