Nested animation

Is blender able to do nested animations? It’s basically an animation inside an animation. For example, the wheels on a car spinning would be the nested animation to the wheels turning. That is a pretty rudimentary explanation of nested animation but I’ll take for granted that people who know what nested animation is will know what I’m talking about.

Like, in the example you gave, you could animate a wheel, you can set that animation to repeat forever (or not - you can control how and when it loops with the action editor) and then you can animate the position of the car - as the wheel is parented to the car, it will move with the car.
