NLA not working

I have an action on an action strip for an armature in the NLA editor and no action active for the armature. The armature doesn’t move. I don’t understand why the NLA is not animating the armature. Back in Blender 2.4*, it was necessary to change an “action guy” icon to the NLA icon in the NLA NLA Strips are not working . I don’t see anything like this in Blender 2.79. I had this issue a few years ago with 2.6* and it was necessary to make sure there is no active action for the armature for it to animate based on the NLA. Even with no active action, it won’t animate based on the NLA. Is there something I have to do to make the NLA active?

Next to the Title name (left column) of the action there is a loud speaker icon. Click it in order to toggle muting, which activates the action.
